The Englishman had become a fan favorite during his season-long loan at the Italian football outfit.
He has been fighting for a move away from Old Trafford to stay at Roma on a permanent basis.
With minutes to spare on deadline day for €15m, following months of constant and serious negotiations, the deal is finally sealed.
The €15m is payable over four years with €5m bonuses included if Roma lift the UEFA Champions League during that period.
Smalling told Roma's official website: “Nothing in life worth having comes easy.”
“My head and my heart have always been in Rome. I’m delighted to now be yours. Daje Roma!”✈️ An amazing reception from the fans as @ChrisSmalling lands in Rome! ✊#ASRoma pic.twitter.com/QhRcQ2ITSk
